Coffee, Cars and Site Lines
The August 17, 2026 Town of Wappinger Planning Board Agenda was packed with discussions, architectural reviews and extensions.
Discussion:
7 Brew Coffee - with the Planning Board having most of their members present (not the case in the previous meeting - pushing this approval out 1 month) was able to approve the application for 7 Brew Coffee in about 1 minute. Expect to see construction at 1506 Route 9 - at the former Sonic Restaurant in the Hannaford Plaza.
Hudson Valley Volkswagon - a previous suggestion to block of landscaped area using timber guard rails was determined not to be feasible, because the landscaped areas also act as a place to push snow. The board continues to be concerned that without some kind of barrier, the landscaped areas will be used for parking. The applicant will be back.
Performance Auto - 1401 Route 9 - the applicant wants to reconfigure their parking area. A difficulty is a neighboring property, previously used for parking, needs to be remediated - however efforts to contact the owner to get permission to have the site remediated have not been successful. Also, the applicant needs to get a variance from the Zoning Board.
E&C Espicoz Properties - 20 Mac Farlane Road. The applicant wishes to amend the site plant - currently there are two buildings on the property approved for the applicant's cleaning business. One for storage of materials used in the cleaning business. The cleaning business is being reduced in scope, requiring less space. The applicant would like to rent out the newly available property to a Plumbing Business. The lawyer representing the applicant reminded the board that the variance previously received by the applicant permitted this use. There was some discussion whether the intention was to permit the use for 2 businesses vs. 1, with the lawyer reminding them that the previous approved site plan allowed that. The Planning Board voted for the planner to write a resolution enabling this use - but requesting that they receive a floor plan for each building, department of health okaying that the bathroom facilities and sewer connection are adequate, that no overnight commercial parking outside.
Conservation Corners - 39 home subdivision on Cedar Hill Road and Smithtown Road. The developer wants to build 5 standalone homes with their own well/septic -- with 34 homes on a cul-de-sac that require Town Board permission to connect to municipal water system and their own on-site sewer plant. The Planning Board will act as lead agency for this project and in the meeting the Town Professionals went through a liteny of details that the engineer needs to provide -- including storm water drainage details, alternate emergency access, DEC approval for sewer management etc. There will be many more reviews.
Architectural Reviews:
Durants Equipment Rental Sign - for Durant's 274 New Hackensack Road location - are upgrading their sign - no change in size or position. Board Approved
Waverly Properties - 1234 Route 9 - updating the building with new colors, hardy board, changing windows, gutters and metal roof. Board Approved
Coletto Historic House - 16 Hamilton Road - the applicant has recently purchased the property and asserts that the house is so far gone that it doesn't make sense to repair it, and would like to build a new house at the site. The board asked for an engineers letter attesting to the state of the house, and also asked that the Town Board provide additional guidance on demolition of buildings in the town's historic district. The Board said that they were ok with the concept of what the new building would look like, but could not approve anything without more plan details - and a professional assessment of the non-viability of the current house.
Miscellaneous:
Casa Amigos Restaurant - 1515 Route 9 - the project has been approved, but the applicant's representative was asking permission to have the project executed in two phases - beginning this year, wiith the second phase next year. The Planner was directed to write a draft resolution that the board can vote on.
O'Donnell Wheeler Hill Road Lot Line Re-alignment - the applicant, bearing a long list of grievences came before the planning board ready for bear. The board had approved the planner writing a draft resolution in January. Apparently, the materials presented to the town professionals indicated that some of the property was to be ceded to the town, so wrote the resolution to include that. Well -- since the property was ceded in 2012... this was an issue, never mind that the maps provided didn't indicate that. Then there was a discussion about the timing, (reminder... it is AUGUST) - with the Board Secretary reminding the applicant that he asked to have it removed from the agenda earlier in the year, without a request for a reschedule. Then there was a debate about whether the property in question was "non-conforming" -- the Planner pointing out that the property, in its current state, only has 150' of frontage instead of the required 250' of frontage -- thus is "non-conforming" (if there is no intent to build -- why the issue?). Then - why the words of an "architectural review" would have to be included in the resolution, when we should just accept that he has put deed restrictions in place, AND why did another Wheeler Hill Lot Line Re-alignment take so much less time than his. Why oh Why oh Why? -- the Planner is working on an updated draft and the town engineer is checking the filed maps to ensure that the ceded property is properly reflected.
LIand Ventures LLC Subdivison - 7 Sky Top Drive - wating on Board of Health - granted 2 90 day extensions on project.
