Council Members still missing

The July 14th Town Board Meeting was conducted with three members -- two members who were not in attendance at the last board meeting, still missing. Please remember that the Town Board only meets once a month in the months of July and August. Unless a hospital stay or an incarceration is involved, there really isn't a reason to miss board meetings as an elected official. Yes, vacations and holidays are "allowed" -- but really, they can't be scheduled around the meetings where one has been elected to represent your fellow residents? If not, please examine priorities and responsibilities.


After the regular opening activities (Salute, Invocation, Agenda Adoption, Minutes accepted) the public portion of the meeting was opened. There were more than the usual number of residents in attendance at this meeting, despite the heavy downpour - primarily to show their support for the resolution reaffriming the 2007 Carnwath Farms Master Plan, a pre-req to apply for grant funding. The first speaker, the President of Friends of Carnwath, expressed her, and the group's, support for this resolution. She also read a letter of support from the President of the Sports Museum. As another water tenancy agreement was on the agenda, a resident reminded the board of their agreement in a past meeting to communicate the terms & conditions for those wishing to connect their properties to the United Wappinger Water District Line on New Hamburg and Wheeler Hill Roads - so that the connections fees and terms are fairly applied.


Consent Agenda - All Approved

2025-131 - Resolution Authorizing Repair of Wappinger Patrol Vehicle

The vehicle was damaged when responding to an incident - the estimate provide is under $3,000.

2025-133 - Resolution Authorizing the Water Tenancy Agreement to the United Wappinger Water District at 684 Wheeler Hill Road.

2025-134 - Resolution Reaffirming the 2007 Carnwath Farms Master Plan for the 2025 Consolidated Funding Appliation (CFA) Environmental Protection Fund (EPF) Grant Program for. Parks, Preservation and Heritage NYS OFfice of Parks, Recreation & History Preservation (OPRHP) "Carnwath Manor Feasibility Study and Preliminary Engineering Project"

2025-135 Resolution to Authorize Funding for Additional Pest Spraying at Robinson Lane

Baseball Complex ($2,375)

2025-136 Resolution Authorizing Construction of Prager Family Recognition at Martz Field Recreation Facility - The Prager Family donated the property for the park.


Resolutions

2025-118 - Resolution Amending Fee Structure for the Town of Wappinger Parks and Recreation Facilities - Tabled

  • the discussion centers around appropriate fees for use of the newly renovated Carnwath Chapel -- the board wants to get more information

2025-123 - Resolution Awarding Contract to Complete Highway Department Facility Rehabilitation Project - Tabled

  • The Board is supportive of the project but want to understand all the financing options and Council Member Beale expressed concern that the $$ to be allocated to the Town from the Federal Government - through the State, for the purposes of repaving roads, which has already been spent -- may be in jeopardy due to actions in Washington DC -- and the town would have to reallocate funds to cover these costs.

2025-132 - Resolution Confirming the Hiring of Personnel Assistant - Approved

  • an HR professional $80,000 - 3 weeks vacation.


Items for Special Consideration/New Business


The Supervisor's report - TOW hosted the US Men's Capitan Tyler Adams at a field day. Scotts Miracle Grow will donate the reseeding/resodding of Martz Field.

Fleetwood Park is being moved and will have new playground equipment installed

Tri-Muni Facility got a consent order from the DEC.

Chelsea Boat Ramp Dock renewal project will start soon

Will be voting on Town's Comprehensive Plan updated at the next town board meeting, a public hearing to be held.

Town has completed paving of 15 roads.

Council Member Beale -

Fire in village on Dutchess Avenue - required the coordinated effort of several agencies. Gift Cards for the affected families being collected at Village Police Department.

The Stage is a great accomplishment - bids are out for getting a dance floor.

Pay Attention to Flash Flood warnings.

Council Member Cassella-

Tyler Adams event was a great event and lots of fun.

The Town Sewer Facilities need upgrades - on agenda for August 11 meeting

Central Hudson to be doing work at Royal Ridge sectionof the town.
