Whew! the November 3 Town of Wappinger Planning Board meeting, with 3 of the 7 members absent, handled a potpourri of agenda items.
First up was a Public Hearing on the request by the Citgo Station at 1336 Route 9 to relocate the existing gas pumps and add an additional pump. The reviews leading up to this hearing have not been going well for the applicant, but they choise to go ahead with the public hearing with their plan. There were no public comments, which the applicant's representative took as an indication that the public was ok with the plan.. .because if there were issues, the public would have shown up to express their displeasure. This arguement did not sway the planning board and they voted to have the town planner write a resolution to disapprove the request to amend the site plan. Somehow one thinks this is not a done deal.... but we will see.
A series of discussion followed_
Casa Amigos Restaurant at 1515 Route 9 (former Odyssey diner) has been remodeling the premises. Originally there was an idea of having a roof-top outside dining area -- but in an effort to move the project along, and to get other work done, the engineer agreed that the outside dining area would not be part of this phase of the project -- and the Planning Board agreed to have the Town Planner draft an amended resolution agreeing to approve the plan which includes 2 "bump outs" to accomodate changes to the bathrooms and cooking areas -- thus enabling the required building permits to be issued.
Hudson Valley VW -- in their ongoing quest to add additional parking to their site to accomodate their inventory explained to the board that they got a "conditional" approval from the ZBA for the two variances they were seeking (they will have to go back to the ZBA once/if the Planning Board approves the plan) . A Public Hearing was scheduled for November 17.
Mr. O'Donnell has purchased two adjacent properties on Wheeler Hill Road -- in the Town's currently only Historic District. 2 lot is 3.30 acres and the other is 10.20 acres. He would like to change the lot line between the two of them to make the 3.30 acre property (very long and narrow) such that the set-back requirements for new buildings could be accomodated. The 10.20 acre property is currently on the market. A Public Hearing was scheduled for November 17.
Mr. O'Donnell would also like to subdivide a 1.10 acre property on Myers Corner Road into 2 parcels. There was a discussion about the plan showing a shared driveway and a requirement to show the potential for individual driveways. A Public Hearing was Scheduled for November 17.
A gerontologist from Fishkill then came before the board with her architect to explain their conceptual plan for remodeling the property at 1676 Route 9 (Alto Music Building) into a medical center and Adult Day Care Center servicing up to 25 adults in need of care giving support. Members of the Planning Board seemed intrigued and supportive, in fact, indicating their interest for themselves. The architect stepped the board through the plans and there were some questions/suggestions and indications of board support for the plan. The applicant will need to continue to do their work, but wanted to get the board's feedback before investing more resources.
The Board also granted an extension to the property owners of 1111 Route 376 to convert/legalize a caretaker's cottage - as they wait for County Health Department approvals, required before the application can be approved.
The Board voted on the 2026 meeting dates.
