Gas Station, wait not on the agenda...

The August 18th Town of Wappinger Planning Board agenda, dated August 15 - handed out at the August 18th meeting, was different than the agenda published on the website before the meeting, significantly missing from the hand-out was the discussion about the proposed amendements to the Citgo station on the corner of Old Hopewell Road and Route 9. Traffic and back-ups on a busy intersection seem to be top of the Planning Board's mind in previous conversations. Apparently enlightment has descended on their brains as the traffic stopping nightmare in Hughsonville gets prepared to open (still in court though... the judiciary moving slower than construction).


The Discussions on the agenda:


  • Kingdom Hall Amended Site Plan on All Angels Hill Road - with the applicant not in attendance, the board passed the resolution approving the amendment with 2 changes to be made - times of when the lights can be on during the evening and the lighting will be directed downward on the sign, not upward to the sky.

  • T-Mobile Antenna Co-Location - Soccerfield Drive - the board approved the site plan amendment allowing a wireless antenna facility on an existing monopole and the addition of a 10'x15' concrete pad in the existing compound.

  • Old State Road Amended site plan - the board approved the site plan changes that they reviewed with a fine tooth comb, including the trees that should remain, the lighting and the refuse enclosure. This rehabilitation is an asset to the town and more effort should go into supporting developers who rehad existing buildings and make them useful and pleasing to the eye.

  • Bank of America - Route 9 -the board approved the construction of a trash enclosure and sealcoating the parking lot and repairing the bollards.

  • Neun Lot Consolidation - Gold Road - two parcels totaling 3.9 acres owned by the same individual. This was approved and the requirement for a public hearing was waived.

  • Casa Amigos Restaurant - on Route 9 (formerly the Odyssey Diner) - two small additions to be constructed to allow for a walk in cooler and updated restrooms in addition to the plan which will update the parking area, new lighting as well as updating the interior of the restaurant. The board indicate they were ok with the changes but are waiting for finalized plans.

  • Mountainview Ranch Lot Line Re-alignment - at Smith Crossing Road and Ostuni Way - the applicant didn't come to the meeting - so the questions the board had at the workshop weren't answered. The challenge here is that the owner is trying to do good estate planning, but to make the changes he desires, will probably require new surveys, discussions the the board of health etc which can be expensive.


Conceptual Review:

Joker Ink Manufacturing & Office Building - proposed for Stage Door Road. The applicant currently has a business in Beacon but the business is growing and they need new facilities. They are proposing building a 36,000 sf building for the purposes of manufacturing custom printed apparel. They currently have 4 employees but expect to grow to 15 to 20 employees in 2 years. The board recommended that they hire an engineer to ensure that the building setbacks, wetlands etc are accounted for. They assured the board that no industrial waste is going into the septic, and that the projected size of the septic, seemed large for the number of employees. They will also have to do a storm water management plan. It was also noted that there is an empty building on Stage Door Road and they might want to consider the possibility of rehabing that building.
