The February 24 Zoning Board of Appeals


Public Hearing


  • Hillcrest Court applicant requested an 18.2' rear yard variance to install a shed.

    The board discussed that there is a retaining wall, shallow lot and wooded area. Not visible to neighbors.

  • Applicant was granted variance.


Discussion

  • Area variance for 7 Brew Coffee - a variance of 42.3 feet requested at 1506 Route 9 (Hannaford Shopping Center - replacing former Sonic site).

  • Coffee stand 510 square foot building, with a cooling/storage unit - started in Arkansas, franchise. Drivethrough (2 lanes) - coffee, smoothies, no food, no seating, no public access. Open form 5:30 to 10/11 (depending on day) - 5 or 6 people per shift (more for special events). No speaker box. Employees use IPad to take order. Employees bring drink to car.

  • Prefab buildings - are delivered by tractor trailer.

  • Chose site because of its location on Route 9.

  • Will be presenting to planning board - which has not approved site plan yet.

  • Grand Opening weekend huge, social media driven, younger customer set. 2 weeks prior to opening do "drink drops" throughout the community with free drinks. Caffeine for a cause. Will hire traffic safety to help with traffic.

  • on the 7th of every month... something is given away - will drive traffic.

  • Daily morning traffic - Saturdays from 10 to 1:00 is peak time during week - 120 cars/hour.

  • They do traffic studies.

  • ZBA asked for renderings

  • The Canopy is what is requiring the variance. The current Sonic building is 58.5' to road

    • 7 Brew is 31.8' to canopy, and approx 50 feet to building.

    • Canopy is 9 feet tall -- the building is less mass than the Sonic buildings.

  • By-pass lane - for emergency services, people wanting to drop out of line.

  • Sign - on front of building, smaller ones on side?

  • No pylon sign or monument sign needed -- because they are social media driven.. don't require large signs.

  • ZBA thought it was a great plan - but be careful of people's anxiety about traffic.

  • The Board asked if balloon sighting appropriate because of the "dip" in the site to understand the visuals from Route 9 - the Board scheduled Public Hear

  • ing March 10 (site visit March 7).


Misc.

  • A draft was presented re: ZBA Variance Applications ... but then the board adjourned and the recording was stopped.
