Where is your Council Member?

The June 23 Town Board Meeting had only 3 of the 5 Town Board Members in attendance.


It is hilarious that the board member who prides himself on being the longest serving is now taking credit for all the progress in the town in the past year (as opposed to the other years of his tenure). He provided lessons in municipal financing, importance of building a bench of town employees - he complimented all the town employees on their tremendous work (guess he thinks they are voters also), - and prompting the thought of a drinking game for each time he says "with respect to".


The Consent Agenda (requiring no discussion - though one Council Member had to chime in with how the first resolution is protecting employees from "Albany's Law".) - All Approved.

2025-119 Resolution Adopting Policy on Employee Records

  • the resolution reads that this will bring TOW process in compliance with state legislation and will govern the instances when employee disciplinary records are requested.

2025-124 Resolution Declaring Town Vehicle as Surplus

  • A 1991 Fire Rescue Truck with 33,000 miles for $22,000 - which due to weight restrictions etc. cannot be used by the town -- will be auctioned off

2025-125 Resolution Declaring June As Alzheimer’s And Brain Awareness Month In The Town Of Wappinger


Resolutions

2025-118 - Fee Structure for use of Carnwath Chapel - Tabled

  • The Board wants to do more research - balance between commercial vs. personal use, town residents vs. non-town residents - also should Town Taxpayers be subsidizing users of the event space? as in what are the costs to maintain the chapel? - and be respectful of town businesses offering similar services.

2025- 123 - Awarding a Contract for Town Highway Department Facilities - Tabled

  • This is a discussion to add a $1.6M wash bay at the Town Highway department, being characterized as bringing more facilities in house, saving $$ and enabling the better maintenance of town vehicles (and perhaps providing a service to Village and Fire Companies) - More research to be done and funding options explored

2025-126 and 127 Resolutions authorizing termination of town employees - Passed

2025-128 and 129 Resolutions authorizing promotions of town employees - Approved


New Business

Town Supervisor

Town of Wappinger Town Hall Will act as cooling center.

Capital Improvements are continuing.

Working with Unions to promote town employees and restructure town organizations.

Summer Kick-off at Martz Field - June 25

Tea Party at Carnwath - June 26

Summer Camps - a second camp at Castle Point with new playground and new Pavillion.

Fishing Program at Ye Olde Apple Orchard Park

United Wappinger Soccer Clubs - championship teams

Council Member Beale

Kick-off Summer Concert Series - June 19

  • New Stage - everything that B. Beale wanted to see

  • Need a drainage solution - working on it

  • Would like to see a dance floor in front of the stage - a shift in paradigm for the town

    • Contractors discussing with Town Board Members what the options are

    • Perhaps the dollars from Parkland Trust

  • Town Seal will be 6 feet in diameter on the stage

  • The stage is funded by "COVID" $$ (ARPA funds - please remember the source of those funds).

  • Central Hudson is sponsoring the Band

Council Member Cassella

  • Solitude is a contractor who cleans up algae in Ponds. Now NYS requires a permit to use algaecide in Ponds larger than 1 acre

  • The Board passed a resolution to sign a 5 year contract - for $3000 - to remove algae in Ye Olde Apple Orchard Pond

  • TOW Fishing Program, formally held in East Fishkill, now held at Ye Olde Apple Orchard Park -- Park has been neglected - now getting maintained

  • Martz Field event with food vendors - June 25

  • Chelsea Dock - club has replaced the retaining wall - now the dock will be replaced - funding from ARPA funds (please remember the source)

  • Tyler Adams will be at event in July and because of his relationship with Scott Grass - will get Martz field reseeded in the fall by Scott Grass
